China Tourist Tax Refund: Shopping Documents and Departure Steps
Check China's tourist VAT refund eligibility, prepare shop documents, complete departure-port validation and understand instant refunds.
IN THIS GUIDE
China's departure tax refund can return part of the VAT on eligible goods bought by qualifying overseas visitors from participating stores. Check the store and goods before paying, obtain the required invoice and refund record, and complete the applicable departure-port validation and refund process.
The scheme is not a refund of every travel expense. A hotel stay, restaurant meal, ordinary receipt or purchase from a non-participating shop does not by itself qualify.
Check the visitor, purchase and journey
Ask Buddy ↗The State Taxation Administration describes overseas visitors as foreign nationals and relevant Hong Kong, Macao and Taiwan residents staying in the mainland for no more than 183 consecutive days before departure.
Its published conditions include:
- At least RMB 200, spent by the same visitor at the same participating store on the same day.
- Eligible goods that have not been used or consumed.
- Departure no more than 90 days after the purchase.
- Goods accompanying the visitor as carried or checked luggage when departing.
You must also use a departure port and process covered by the scheme. Check the current instructions for your actual final mainland departure, especially if the trip includes Hong Kong or Macao or a change of airport.
These conditions work together. Spending the threshold at a shop that does not participate does not create eligibility, and separate stores' purchases should not be assumed to combine into one qualifying transaction.

Illustrative refund preparation: keep eligible goods and purchase records accessible for the departure-port process.
At the shop, ask before payment
Ask Buddy ↗Ask whether the specific item and store support departure tax refunds, what identity document is needed, and how the refund application will be issued. A participating retail store is not necessarily an airport duty-free shop.
Present the valid travel document requested by the scheme, and check the name and document details on the record. Obtain the required sales invoice and departure-refund application or electronic record. Keep them with the purchase information.
Useful phrase: 这家店可以办理离境退税吗?需要什么材料? — “Does this store support departure tax refunds, and what documents are required?”
Ask for the estimated refund, applicable rate and handling charge. The refund is not automatically the full VAT amount shown in a product price. Use the amount and conditions confirmed for the eligible invoice.
Before leaving the hotel
Ask Buddy ↗Find the refund and customs-validation arrangements for your actual airport, terminal or other departure port. They can involve different locations and stages of the departure process.
Keep the goods available for inspection. If they are going in checked baggage, establish the required customs procedure before handing the bag over where necessary. Do not pack the only invoice or identity document inside an inaccessible suitcase.
Allow time for validation, any inspection, the refund agency and normal departure formalities. The time needed depends on the port, queue and whether your case needs assistance; a refund is not a reason an airline must extend check-in.
At the departure port
Ask Buddy ↗The national process separates customs verification from payment by the refund agency. Follow the current port instructions for submitting the goods and records and obtaining the required validation.
Paper and digital arrangements can differ. Shanghai's updated guidance describes electronic retrieval of verified information and inspection when required. Do not assume that every airport has the same paper-stamp workflow or that an electronic application lets you skip the departure checks.
After completing the applicable validation and departure formalities, follow the signs to the authorised refund agency. Present the identity and supporting records it requires. Confirm the amount, handling charge, payment method and receipt.
Available payout methods and limits are subject to the current port and scheme arrangements. Check how a transfer is identified and when it should arrive before leaving the desk.

Schematic refund stages: shop records → customs validation → refund service. Follow the port's actual instructions; digital processing and instant-refund schemes may differ.
How instant refunds differ
Ask Buddy ↗Participating refund-upon-purchase services can provide the refund earlier, subject to additional conditions, including a suitable credit-card pre-authorisation and an agreement about departure.
An instant payment does not remove the requirement to meet the underlying rules or complete departure validation. Read the agreement's departure deadline, permitted port, inspection and pre-authorisation terms. They may be more specific than the general shopping rules.
If you change the itinerary, return the item or cannot meet the commitment, contact the participating service promptly. Do not assume an earlier refund is final regardless of what happens later.
If a document, item or refund is missing
Ask Buddy ↗Contact the issuing store or authorised service before departure where possible. Keep the invoice, application reference and official case details. A bank charge, pending pre-authorisation, refund request and completed refund are different records.
If you have already left, use the official support route for your application. This guide cannot promise a retrospective claim or a replacement for a required inspection.
